As a result not even a single flat, developed by the vibrant Haryana Urban Development Authority for the use of (EWS) economically weaker sections, could not be allocated to intended beneficiaries; as HUDA has apparently failed miserably to identify eligible beneficiaries and recipients.
HUDA had built close to 560 EWS apartments in Gurgaon at a rough cost of a staggering Rs 20.65 crore. But unfortunately none of the flats under the highly anticipated residential project that was finished way back in the year 2010 could be allocated till this day. Of the cumulative 3,080 EWS apartments in Faridabad, developed during 2010 and 2011, for a whopping sum of Rs 73.23 crores, a shocking 2,003 units are still vacant.
The Millennium City EWS project was approved and commenced by HUDA in the year 2009, under its much appreciated Ashiana project under the purview of its integrated housing and slum dwellers program, in order to extend hygienic living spaces with all the basic facilities to slum dwellers. Under the plan, HUDA was supposed to build very low-cost units in Faridabad and Gurgaon, with allocation preference extended to encroachers of government's land properties, who had approached the mighty courts for providing the much needed alternative shelter before eviction.
To make matters worse, an additional EWS project for close to 528 apartments was commenced in Gurgaon at an additional cost of a shocking Rs 18.78 crore, but was stalled indefinitely due to dispute between the land owners and HUDA.
Out of the 204 applications received in Gurgaon, not even a single one was deemed to be eligible. But still the EWS project carried on nonetheless, without conducting any proper assessment and survey of eligible people as per the criteria fixed by the mighty HUDA. Now there are rumours that the authority is planning to use these already built apartments as staff quarters for its very own Class-3 and 4 employees and new EWS flats will be built elsewhere.
With slum dwellers encroaching these unallocated apartments, the value of various properties near the region, including district centre, is highly likely to record a never before seen massive slump. Thus the proposal has been submitted to transfer the EWS colony somewhere else, but this time around only after conducting a detailed survey. This is the state of Indian affairs. The people of Gurgaon have their fingers crossed that a resolution will be decided upon soon and such a blunder will not be committed ever again in the future.
